Ah yes, it does.
If it were black to move, 1. ... Ne6 2. Bd7 draws, doesn't it?
This is a fine example of two things - 1. Bishops are better than knights on open boards, and 2. Who's on move in double-edged positions.
If it were Black to move, 1...Ne6 would win easily, planning 2...Nc7 and the a-pawn will never promote.
But it's White to move, and 1. Bc4! prevents the above idea while still enabling the B to guard e2 and f1. White wins easily.
