I think white must prevent h3 here whenever the rook is off the 3rd rank, so the right should be 1.Rh3, which allows the rook to scurry between h3 and e3. The key to holding the fortress is to keep the black queen from infiltrating on f1, g1, and h1- so the white king must stay on g2 and h2, and when the white king moves to h2, it can only be when the black queen has no access to f1 specifically. So, if the rook moves to, let's say, e8 on the first move, then 1.....h3 wins immediately because white either takes the pawn or plays to h2, and the queen can infiltrate the fortress on f1 and/or g1 and h1.
